NYC Law Requires Mental Health Training for Construction Sites

A Law enacted by the New York City, NYC Council requires that construction site supervisors undergo training on mental health and substance abuse.

The Law amends the New York City Building Code to require applicants for the Site Safety Training (SST) cards and SST Supervisor cards to complete two SST credits related to mental health, wellness, suicide risk/prevention, and the misuse of alcohol and other substances.

The law aims to address high rates of mental health issues and suicides in the construction industry.

The mental health related training is an addition to existing requirements for training on topics related to physical safety such as fall protection and OSHA guidelines.

As of January 3, 2026, NYC law requires construction workers and supervisors to complete mandatory mental health and substance misuse training as part of their Site Safety Training (SST).

The Law was enacted to address growing concerns about mental health in the construction industry, where rates of mood disorders, suicide and substance misuse are high. The law goes into effect on May 3, 2026.
